Obituary of Frances S. Bailey

HERKIMER – Mrs. Frances (Speer) Bailey, age 70, of Herkimer, passed away peacefully on Wednesday afternoon, June 16, 2021, at the MVHS St. Luke’s Campus. Born on August 30, 1950, Frances was the daughter of the late Joseph John and Mildred (Murray) Speer. She was raised and educated in Ilion, graduating with the Ilion High School Class of 1968. She went on to attend Eisenhower College and Utica Business School. On February 6, 1971, Fran was married to H. Robert Bailey at St. Francis de Sales Church in Herkimer. They were a devoted couple who were blessed to share in a loving union of fifty years together. For twenty-one years, Frances was employed with the Herkimer County Public Health Department as a Principle Account Clerk, retiring in 2011. In her free time she loved taking care of her flowers. Fran is survived by her beloved husband, Bob; her son, Joseph John Bailey of Alexandria, VA; her daughter, Anna Irene Bailey (Heidi Arnott) of Stillwater, MN; her three grandchildren, Jessica Lynn, currently serving with US Air Force in Maryland, and Graham Michelle and Sawyer Henry of Stillwater, MN; her in-laws, Clinton (Becky) Bailey of Smyrna Beach, FL, Marianne (Tim) Schanthal of Fairview Heights, IL, Cynthia (John) Carleton of Citrus Heights, CA, and Glen A. Kroft of Moline, IL; along with several nieces, nephews and cousins, with special mention of Judy Brignall of Waterloo, Mary McCoy of Waterloo and Norma Smith of Geneva, NY. Frances was predeceased by her parents, her sister, Joann Sickles and her sister-in-law, Julia Bailey Kroft. Friends and relatives are invited to attend calling hours for Fran on Wednesday, June 30, 2021, from 4:00PM – 6:00PM at the original Enea Family Funeral Home, 220 North Washington Street, Herkimer, NY (315) 866-1011. Fran’s memorial service and Celebration of Life will take place on Wednesday at 6:00PM, immediately upon the conclusion of calling hours.
